SUBJECT: INFRASTRUCTURE IS NOT THE ONLY THING
 
    What is infrastructure?  Infrastructure is just about anything that is man-made that can be used to move something from one place to another, such as pipelines to transport gas, water, or sewage. Telephone lines and radio systems to provide communications.  Power lines for electricity, airports for air transportation, and the highway systems to allow vehicles to get from one location to another.  Having the infrastructure is not the only thing that's important, it's also important to have the people that can use the systems when they are there, and work around them when they are not there.  For emergency communications it's important to learn how the communication infrastructure is built and maintained and how to provide the needed communications when they are damaged, overloaded or nonexistent.  The only way to do that is to practice learning and using all forms of communications, and be ready when the communications infrastructure is not there.
